In order to throw a building in the city it also needs to handled IC. This is to avoid just random buildings popping up IC that people in the city would have no clue about. (That, and the construction IC features a demolition phase where older, ruined buildings which have not been used in years in the outer city are being demolished in character.)

Oh, hey, I just noticed that it looks like you put the cantina back in its right and proper spot right by the river. Definitely going to stop by at least for nostalgia's sake.

Sadly it isn't the same old cantina, but we are trying to return the city somewhat to the original layout it had.
